Abstract The Xiji-Haiyuan-Guyuan region is lied in the fragile zone of the Northwest edge of loess plateau.Its populations is out of environmental capacity.It is one of the poorest minority nationality regions in the country.Many problems,such as soil erosion,are extremely serious. This region had been in "PPE STRANGE-CIRCLE" of poverty,population and environment. Realization of sustaionable development must firstly began to break the key link of "PPE STRANGE-CIRC LE".The overall environment-rebuilt based on human-land relation is one way to sustainable development,and also one of strategic folus.The environment-rebuilt is an overall social systematic project,which should be in relation with economic development and social progress and be joined into the Western exploitation.
